Referendum Information for March 20, 2018 Election

Lake Zurich Community Unit School District 95 will be placing a referendum on the March 20, 2018 ballot.

Taxpayers will be asked to vote either “Yes” (in favor) or “No” (opposed) to District 95 issuing bonds for $77,600,000 to improve facilities across the school district.

Why did District 95 decide to pursue this course?

District 95 has some aging facilities. For example, May Whitney Elementary is the oldest of our eight schools, originally built in 1929. We maintain our buildings; however schools, like homes, need updating over time. Updates are needed to improve accessibility to be in accordance with the Americans with Disabilities Act (ADA) as well as complying with the state mandated health and life safety requirements. In addition, 21st century best practices in teaching are rich in technology, and focus on collaboration, critical thinking, communication, and creativity. Many of our older learning spaces do not easily allow for the flexibility, collaboration, and inquiry needed in today’s world of education. Similar learning spaces are already being offered at many neighboring districts.

The bond issuance would serve to complete the list of projects shown below.

These projects would replace or extend the life of current schools; improve safety, security, or accessibility for students; provide air conditioning in the five schools not currently air conditioned; create instructional spaces that leverage technology and enhance best practices in teaching; provide integrated Science, Technology, Engineering, Art, and Math (STEAM) in shared learning spaces.
Feedback received during 2016 and 2017 from community stakeholders who participated in strategic planning, community engagement, and random sampling phone surveys showed support for funding identified facilities projects in a way that is sustainable and fiscally responsible.*

Will my taxes increase as a result of the referendum passing?

No, your taxes will not increase as a result of the referendum passing.
The District’s prior bond issuance, approved by the voters in November 2000, will soon be paid off. This provides an opportunity to issue new bonds, with voter approval, to improve the district’s learning environments and update aging facilities. The proposed bond issuance will replace the current debt and will be issued with an overall lower annual bond payment thus lowering the bond tax rate. If the referendum passes, it is estimated the decrease would be approximately $14 per every $100,000 of home value and all the identified projects would be completed. If the referendum does not pass, it is estimated the decrease would be approximately $118 per every $100,000 of home value but the District will be unable to complete the facility plan. The greater the value of your home, the greater the decrease would be in the bond portion of your tax payment.

What projects will be funded if the referendum passes?

The Board of Education has committed to spending a total of $112.5 million on the projects listed below if the referendum passes. Of that amount, the bonds would represent $77.6 million. Funds would be used to complete the following projects between Summer 2019 and Summer 2023:
  • Life safety and maintenance items not yet completed from the 2015 Facilities Assessment

  • Air conditioning in the five non-air-conditioned schools

  • Building a new May Whitney Elementary School (original school built in 1929)

Capital Improvements:

  • Building an above-ground cafeteria and band room at Seth Paine for ADA accessibility

  • Building a new Library Media Center at Seth Paine

  • Renovating the nurse’s office, main office, and staff work space at Seth Paine for accessibility

  • Renovating Library Media Centers at Spencer Loomis, Sarah Adams, Isaac Fox, Middle School South, Middle School North, and Lake Zurich High School

  • Building a STEAM Lab at our middle schools and high school to integrate Science, Technology, Engineering, Art, and Math (STEAM) in shared learning spaces
